Delaware Launches Sports Betting Kiosks at 89 Lottery Retailers

Sports bettors in Delaware no longer have to stand in line to make a wager at a convenience store, so long as they visit one of the 89 lottery retailers that now offer sportsbook kiosks.

The Delaware Lottery announced this week that all of its sports lottery retailers now offer standalone sports betting kiosks. The sportsbook terminals have also been placed inside Bally’s Dover Casino Resort, Delaware Park Casino, and Harrington Raceway & Casino.

Lottery officials say the machines allow customers to make traditional bets without talking with a clerk at a lottery retailer. The kiosks provide new wagering options that were previously unavailable at sports lottery retailers, including player propositions, same-game parlays, and live in-game wagering.

“As sports betting continues to grow in popularity, these self-service kiosks meet players where they are in terms of fitting wagering into their day as well as their particular preferences for wagering,” said Delaware Lottery Director Helene Keeley.

Along with the new betting lines, the kiosk system allows bettors to build a bet online. Once assembled, a six-digit code is generated that can be entered at the kiosk.

The pre-bet option is called BetAhead. Scientific Games says it allows bettors to take their time in reviewing a bet, odds, and payout, without the pressure of standing at a kiosk where another bettor might be waiting in line.

Caesars-Backed Lottery Sportsbook

The Delaware Lottery has been partnered with Scientific Games for half a century. The lottery and sports betting supplier, a unit spun off in 2020 from what’s today Light & Wonder, has operated the Delaware Lottery’s sports wagering business since 2009.

From 2009 through 2018, the Delaware sports lottery only offered multigame parlays, or the combining of at least two bets into a single wager. Delaware was exempt from certain conditions of the federal Professional and Sports Protection Act (PASPA) of 1992 because the state had authorized and operated a sports lottery on the NFL in the late 1970s. While PASPA prevented Delaware from offering single-game sports betting, the lottery was free to operate multigame parlay betting.

After PASPA was repealed by the United States Supreme Court in May 2018, full-scale sports betting arrived in Delaware. BetRivers is the state’s exclusive online sports betting and iGaming operator, taking over the Delaware Lottery partnership in 2023 from 888 Holdings.

The lottery sportsbook kiosks come from Scientific Games and are powered by Caesars Sportsbook. Scientific and Caesars’ business-to-business sports betting relationship dates back to 2018.

Delaware Sports Betting Rules

The Delaware Lottery’s draw and instant games are available to anyone aged 18 and up, but its sports offering is reserved for 21+. Casinos are also exclusive to those 21 and older.

Lottery retailers are responsible for ensuring that only 21+ customers access the sports betting kiosks. The kiosks only accept cash and debit cards, as credit card deposits are prohibited.
